Discussion summary

* Is it worth while to set up a database and application to support Scrum? The discussion was based on a high level list of goals, products and benefits provided by the convener. Some tasks outside of the development methodology were added to the application, such as
- a method for managers to set up long term manpower and budget planning
- a method for end-users to request new features and products
- a method for charging back time
Other items in the methodology included prioritization by owner, estimating and flow through the process.
* Group did not oppose user request method as expected
* Group very much opposed entering actual times; felt that comparisons to estimates could be detrimental. Time to completion was much more important.
* Burndorn charts (time to completion) were very important and needed to be added.
* Outside forces having impact on success:
- Management 1,000 miles away
- Users entering requests
- Owners approving requests, timely prioritization
- Distributed teams
- Project managers had to change way of thinking
